Marcus Mosiah Garvey, National Hero of Jamaica (17 August 1887 â 10 June 1940[1]), was a publisher, journalist, entrepreneur, Black Nationalist, Pan-Africanist, and orator. He founded the Universal Negro Improvement Association and African Communities League (UNIA-ACL). On October 11, 1919 J. Edgar Hoover sent a memorandum to Special Agent Ridgley. Hoover lamented the fact that Garvey had not yet committed any crime. It with that memo an investigation was begun by the FBI into Garvey's activities.
