This book describes some of the problems and perils of California redevelopment law. The author had served on the city council of Vista, and fought the council for many years in court to invalidate the suspect election that created the redevelopment agency. It was published by the author and is marked with a 1992 copyright by the author. The author died in 2005 and the status of the copyright is unknown. While the author was alive he asked me to post this work on websites. A printed copy is available at the Vista branch of the San Diego County library, call number 352.96 VON. The page breaks and text match the original (some typos fixed), but the illustrations by the author are missing from the electronic copy.
