"The Department's activities described in the article have overcome many of the wartime obstacles to Chinese-American educational, scientific, and technical cooperation. This type of cooperation is important to our joint war effort against Japan because it creates solidarity behind the lines. It is vastly important, also, because it prevents a gap in the century-old cultural interchange between American and Chinese organizations and citizens.
