Technocracy does not legislate morality, ethics is morality. Laws in a Price System are throwbacks to the original civil society constructs of Sumer. Voting is a contract then... that would have to be enforced. Contracts are precluded from the technate concept. There is no democratic branch to enforce opinions or legislate morality in the Technocracy technate design. There is no democratic branch at all. Energy accounting allows people to vote with their desire of what they care to get as far as consumables, education, recreation etc.- There are no morality or ethics contracts by a Technate period, only choices made scientifically where it relates to resource use, hence democracy defeats the purpose of scientific governance. Historically democracy is controlled by special interest groups usually by propaganda. People in a technate design are not subject to contract laws... of opinions...(democracy).
