A science fiction novel of the high-tech type, starting from a situation where the kinetic energy supported transportation structure (KESTS) linking the earth surface with a ring of cities built in Geostationary Earth Orbit, has been destroyed by pirates on the ground. The cities had been built for temporary exodus while the Earth surface ecosystem was rebuilt; but, now the environmental engineers cannot get down to fix the ecosystem, and the people are stuck in GEO.
