Volume 1 establishes a process to identify and select historic features to be preserve; determine responsible agencies and creats a system of theme-analysis to establish preservation priorities.
This plan was financed in pat through a planning frant from the NPS under provisions of the National Preservation Act of 1966 (PL 89-665)
